As you may know, the VPC must have a public subnet (A subnet is public if its traffic is routed to an internet gateway). You may need to check your route table associated with your subnet to make sure it has a route to internet gateway. Otherwise your subnet is a private one. In addition, you may need to review your associated security group if you want to restrict access from specific IPs.
